2 cups of fine bulgur wheat

Instructions:
Preheat the oven to 375°F (190°C) if baking the kibbeh or heat vegetable oil in a large frying pan over medium-high heat if frying the kibbeh.
In a large bowl, soak the bulgur wheat in cold water for 15 minutes. Drain the bulgur and set it aside.
In another bowl, combine the ground meat, chopped onions, chopped mint leaves, chopped parsley leaves, ground cumin, ground allspice, ground cinnamon, salt, and pepper. Mix well with your hands until all ingredients are evenly distributed.
Add the soaked bulgur wheat to the meat mixture and knead it for a few minutes until it forms a smooth dough-like mixture.
Shape the mixture into small balls or patties, about 2-3 inches in diameter.
If baking, place the kibbeh on a greased baking sheet and bake for 25-30 minutes or until golden brown.
If frying, add the kibbeh to the hot oil and fry for 3-4 minutes on each side or until golden brown.
